2007 sänktes skatten på arbetsinkomster när jobbskatteavdraget infördes. Då uppkom en skatteklyfta mellan lön och pension. Denna skatteklyfta beskrivs ibland felaktigt som en pensionärsskatt.
Förhöjt grundavdrag
Någon form av grundavdrag har funnits i skattelagstiftningen sedan lång tid tillbaka. Avdraget har ett fördelningspolitiskt syfte och avser främst att lindra beskattningen för låginkomsttagare.
Sedan den 1 januari 2009 finns även ett så kallat förhöjt grundavdrag. Det förhöjda grundavdraget syftar till att förbättra de ekonomiska villkoren för personer som vid beskattningsårets ingång har fyllt 65 år. Det förhöjda grundavdraget har sedan det infördes byggts ut stegvis. Det har resulterat i att skatteklyftan mellan lön och pension sedan 2018 helt har försvunnit för en inkomst upp till cirka 17 000 kr per månad.
Skatten sänks
Regeringen föreslår nu att skatten för personer som vid beskattningsårets ingång fyllt 65 år sänks för en inkomst mellan cirka 17 000 kr och 115 000 kr per månad. Sänkningen sker genom en förstärkning av det förhöjda grundavdraget. Den föreslagna ändringen innebär ytterligare en minskning av skatteklyftan mellan lön och pension.
Enligt Finansdepartementets beräkningar medför förslaget följande sänkning av skatten beroende på inkomstnivå.

Ikraftträdande
Ändringarna bör enligt regeringen träda i kraft snarast möjligt, vilket är den 1 januari 2020, och tillämpas första gången för beskattningsår som börjar efter den 31 december 2019.
